Mandarin starting up ultimo would be awesome. Or possibly a sub plot with Stane being alive (possibly mostly mechanical) and activating Arsenal! I think bringing in arsenal would keep the motif of Tony Stark constantly fighting against what his father created... being that (for those that don't know) arsenal was built by Howard Stark as a last ditch effort to win WWII if the axis gained the upper hand.

corporate group of scientists would be a great foil for Stark Industries and would
play very well to the masses of moviegoers who think so many corporations are
evil today anyways. Plus, the Iron Man mythos is a little unfamiliar to so many
people, so the concept of an evil conglomeration is simple to grasp and easy to
swallow, while providing the necessary escalation to create a bigger blockbuster,
but without being goofy.
If not Mandarin, then Ultimo.

George Bush and Mzzzzzzzzzzzz Palin
The way the Nazis operate is by getting all the middle-easterners to do all of the terrorizing for them. When Tony Stark finds out who is really behind the terrorist attacks, he goes after the Nazis. When he infiltrates the Nazi's secret underground layer, he discovers that George Bush Jr. is there with John McCain. They discuss how George Bush senor originally came up with this plan and it goes all through out the republican party. Their plan is to make everyone in a constant state of fear which will let them do whatever they want as long as they say it is all to protect the nation.
Stark then goes to Barack Obama. They team up and fight against the Nazis. Stark has a backup suit that he lets Obama use. Obama names himself Major Change and they take down the Nazis and reveal the republicans' plan.
Well, it is a possibility, most likely from seeing Tony's drinking habits. She has access to all of Tony's things, she might as well try and use his suit.
It's far far far fetched but it would be a sight to see.
