Hmm I haven't read the books in a while, but Scrimgeour is more involved in book 6 than 7, right? Doesn't he basically have one (albeit very important) scene in DH?

That's what I thought at first, but really Scrimgeour's role in HBP is pretty unimportant. He has more time in the story, but he doesn't do much.

Scrimgeour's only bit in Deathly Hallows is when he visits the trio at The Burrow.

And that's more important than telling Harry "The ministry needs you" twice, to which Harry replies no both times. In Deathly Hallows, he gives them the magic lighter and Tales of Beetle the Bard, both which are important to the plot.
